An Environmental Economic Impact Analysis of Tourism and Recreation in Redevelopment of the Calumet River Basin
The Calumet River Basin, which lies to the south and southeast of Chicago, Illinois, contains many 'brown-field' sites abandoned by industrial firms over the last twenty years. Alternative plans for redevelopment of the area now under consideration include provisions for restoring these sites and dedicating land for tourism and recreational uses, as well as for residential and light industrial uses and a multi-modal regional transportation facility. In the research reported on in this paper, the environmental and economic impacts of several of these alternative plans are analyzed with the Chicago Regional Econometric Input-Output Model and environmental models of the Calumet River Basin developed by the US Environmental Protection Agency. Trade-offs between planning objectives are also evaluated and 'optimal plans' are suggested for heuristic purposes.
