Mediation, Learning, Policy Evolution? – Goal-oriented Evaluation of the Promotion of R&D Activities and Innovation in Spanish Objective 1 Regions

The paper presents the results of the Intermediate Evaluation of the Integrated Operational Programmes for the Promotion of R&D Activities and Innovation in Spanish Objective 1 regions, regarding the actual programme results and effects but also the impact of the evaluation process itself on management, communication, problem solving within the Operational Programme. The evaluation process, and therefore the evaluation team, becomes more and more an important tool for mediation between politics, administration (EU, national and regional), programme executors and final beneficiaries. The evaluation results are more integrated in the process of improvement of administrative programme management and are able to underpin the learning and evolution of the evaluated policy. Therefore, the evaluation can be finally understood as an instrument for policy development and not only as a compulsory requisite of the EU Structural Funds. Science, technology and innovation policies are experiencing numerous developments and changes in their orientation and design. The evaluation of these policies – as part of a mediation and learning process – is extremely important, for regional or national innovation policies affect a whole system of stakeholders, interest groups and interactions. In addition, these policies have a medium to long-term perspective, which makes it necessary to integrate past experiences and results (obtained from evaluations) into the design of new programmes and projects.
