A meta-analysis of agglomeration effects and their relation with infrastructure and regional development
The identification of the source and the role of (positive) externalities of agglomeration in the evaluation of infrastructure projects is a key issue in recently CBA studies. A close look at applied empirical studies show a wide range of different methodological and analytical frameworks used to estimate the indirect effect of infrastructure on sectors and territories and from this different results are presented. This paper explores the role of the indirect effects, more specifically the externalities of agglomeration, in transport infrastructure projects by using a meta-analysis to synthesize previously obtained research results. By using this research method to review and summarize the literature we can analyze –in a more systematic approach- the source of (quantitative) variation in previously obtained research results concerning first, the externalities of agglomeration (static and dynamic) and second, the source and the role of indirect effects (where some components of externalities are modeled) in the evaluation of infrastructure, specifically transport infrastructure in CBA studies.
We specifically ask the following questions: (1. Can meta-analysis be used to gain insight in the difference of the estimated effects of externalities? (2). To what extent can this statistical approach contribute to improve regional economic models? (3). What other lessons can be learned from the use of this analytical approach?.
