Public-Private Alliances - Key to a Succesful Co-production in Realizing Spatial Plans - the Case of Vathort, Amersfoort (assigned to theme J2)

This paper starts from the assumption that demand-side parties are becoming more important in the Dutch practice of realizing spatial plans. This assumption fits in with a broader plea for a more important role of citizens and private parties in spatial developments. This creates a new challenge in terms of knowledge management. Knowledge of the demand side parties, often rather tacit knowledge, has to be confronted with and integrated in know-how about the functioning and management of the private and public parts of the physical area in which the demands have to be satisfied. In a demand oriented model ‘value for money’ will become an important criterion for purchase and therefore also for spatial decision-making. It is argued in the paper that in a demand oriented model there are three core competences: (1) building up a efficient market oriented production chain of activities, (2) a effective decision-making process, much more oriented toward outside criteria of effectiveness and (3) an actual and adaptive vision on the marketing and branding of the whole area. The parties capable of gathering and using this variety of knowledge will have to cooperate in co-productive arrangements. A successful arrangement is established if the sum of their activities is transformed into a new process of co-production in which a new product is realised that meets the preferences of the demand side. Co-production therefore also asks for an adaptive, quality searching management style.
