Co-production in Regional Planning - the Case of Region Rotterdam 2020 (assigned to theme J2)

The province of South Holland and the city-region of Rotterdam join their efforts for a more effective kind of regional planning in the co-production of a regional development plan for the city region of Rotterdam. This plan has been produced as a legal document that is both provincial development plan and regional structural plan at the same time. Goals are a smaller distance between authorities and citizens, less dominance of formal provincial procedures in the process of planning and more priority for implementation in the process of policy making. These goals have been formulated in view of the legal processes concerning spatial development planning in the Netherlands. The paper describes the planning process of three years, investigates the main characteristics of the regional plan and evaluates the results and the organisation of the planning process.
