Strategic Urban ICT Management in Metropolitan Governance - Understanding Istanbul Case among National and European e-governanace Policies (assigned to theme G)

In the city of Istanbul, metropolitan government took the overall initiative of local economic development with support of central government in 2005. Further legislation in local governments, public management and metropolitan municipalities acts in 2004 provide opportunity for a challenge for Turkey. It is declared that the City of Istanbul is an engine for Turkey’s European Union accession process. Nevertheless need for application of Information and Communication Technologies (ICT) framework in metropolitan governance is still carrying on. ICT in urban context is widely researched in European context, Dutch researchers. In this paper linkage between national e-government strategy and local context is identified in the light of international experience. Add to the policy level assessment, intra organizational ICT management and local e-governanace approaches in metropolitan government are criticised.
