Institutionalization of regional planning in transition countries (assigned to theme
This paper analyses institutionalization and policies of regional planning and development in East European transition countries. First we set up a theoretical discussion on different planning doctrines and feasibility of their hypothetical application in transition countries of rapid societal changes. Secondly, we follow comparatively adoption of new Western physical and development planning legislation, policies and practices in parallel with institutional and administrative development in selected Central and Eastern European Counties. Hypothetically, the application of new legislation and policies has been carried out quite eclectically using “copy/paste” method. Our special interest will be focused on a particular culture of double standards, characteristic to highly centralized planning systems. Thirdly, we intend to analyze in more detail development and physical planning practices in Estonian counties and municipalities on the base of fresh survey results and interviews. Estonia applied most liberal economic and planning policies in the 1990s and would serve here as an example of laissez faire capitalism and self-organization. Finally, we make conclusions and analyze whether different planning approaches support or not sustainable local and regional development and land use.
