Mapping the Urban Portfolio of Amsterdam (assigned to theme
In this paper a planning instrument is introduced that provides insight in the opportunities for development of urban neighbourhoods, so that public investment decisions can be better substantiated. Increasingly, it is recognised that local government is merely one of the actors that give shape to the city, and often public initiatives have to be accompanied by private investments in order to be successful. Private preferences thus for a large part determine where opportunities for development can be found. A translation of business models is therefore applied to planning, enabling the strategic positions of neighbourhoods in an urban portfolio to be identified. I will discuss the conceptual and practical adaptations that were made to make this translation as well as some of the results that were found applying the model to Amsterdam.
