Structuring sustainable urban development in decision making process (assigned to theme K2)

Decision making for sustainable urban development, particularly in the field of planning and management, requires a framework that is able to structure multi-dimensional problems and to select the appropriate valuation criteria. This paper specifically discuss the BEQUEST structure as an aid for identifying the key issues to be included in decision making process. It points out the main benefits and the critical issues in using this framework, comparing with other formal and experimental schemes. It finally suggests a framework based on the well-establish multi-modal theory for dealing with multicriteria evaluation problems. This approach is useful, not only because it recognises different levels of information, but also because it suggests an integration of the key aspects. The proposed framework is intended to act as a prompt and check-list for developers and decision-makers through the process of evaluating sustainable development by using multicriteria analysis.
