Spatial Analysis of the Shortfall in Housing Production in the Netherlands (assigned to theme
In recent years housing production in the Netherlands declined considerably. In this paper we compare the actual housing production on separate building sites to the policy targets. We investigate how the progress of the housing production is related to site characteristics. The first characteristic is the magnitude of the building site, ranging from a few to over 10,000 planned houses. The second characteristic is the location: is the site located in the Randstad (the urban core of the Netherlands) or in the periphery, within an urban area or in a greenfield, close to a protected nature area or not? The third and final characteristic is the policy category: national policy intended to concentrate housing production in the seven major urban regions and to restrict it in rural areas. The relationship between site characteristics and the progress of housing production serves as a tool to clarify the effect of different factors on the housing production. In the public debate many factors that might cause the shortfall in housing production are mentioned. As far as these factors are related to the magnitude, location or policy category of building sites, conclusions on their possible effect can be inferred from the spatial analysis in this paper.
