To examine the regional polcy of postcommunist countries, one can risk the hypothesis that the old network was substituted by the whole set of competing networks consisting of individuals that - for various reasons - have access to both the power elite and the businesses. The regional cohesion issues became the losers because of the collision between a logic of the organised capitalism of post-communist order and the competitive logic of global market. To overcome a discussed collision, the brokerage of regional cohesion issues should be implemented
