The use of internet for the institutional communication on the territorial planning: the case-study of the Italian Provinces (351)

The information represents a way and an instrument in the actual society. It represents a way because it enables the diffusion of the activity or makes explicit the mission of a subject by means of a more wide sharing of the data possessed by the subject. It represent an instrument because enables to reach further knowledge by means of a continue exchange enhancing the number and the quality of the mutual informations.

Inside this layout the public administrations, as the Provinces in Italy, could give circulation to a type of information connoted by explicitly usable characters and by positive messages. This type of information, in the other side, could not abdicate to market contents. In fact it can tend to be exaustive and definite and it can provide to the citizens / users the instruments for a no conflictual link with the public administration.

The paper want to start by the previous assumptions for a verify of the contents of the Internet sites of the Italian Provinces. It want to arrive at the construction of a concise indicator outlining the opening degree of the Italian provincial administrations to the Internet phenomena and to the network information.

The sample test is constituted by the Italian provincial administrations (the pattern is composed by 102 elements); each Internet sites are examined with the aim to build a qualitative evaluation system based on an indicator system previously outlined. These qualitative evaluations, in a second moment, are transformed in numerical indicators with the use of a trasformation scale. In a third phase, they are classified on the base of two tipes of assessments, the first based on the global quality of the Internet site and the second based on the specific quality of the informations in one of the concerning sectors of the provincial administrations that is the territorial planning.

For the realization of the analysis the paper supposes the building of a system of five indicators, considered adequate for representing the situation of the istitutional Internet sites. To every indicator is connected a peculiar judgement system.

Another characteristic of the analysis is the comparison among results obtained in different moments (diachronic analysis). This allow to realize also an evaluation on the changings of the system of informations presents on the istitutional sites in the analyzed period. This dynamic evaluation will allow to obtain the building of evolutive tendencies for the Internet netwok utilization.
